Roster keeps the paperwork question answered before it becomes a payment question: is every contractor on the program current on license, insurance, and the rest of what the program requires. Load the roster, mark the required credentials and the warning window, and every contractor comes back sorted worst-first: lapsed, incomplete, expiring, current, with each credential's own state and days remaining. It tracks the roster's paperwork status; it does not verify a license against any state board, and it says so.
What it does.
