Qualify is the eligibility layer in front of a program's income and household-size rules. A funder sets the thresholds, by household size, and the geography a program covers. Every applicant is checked against exactly those rules, the same way, with the result and the reason shown plainly. Nothing is checked against a rule the funder did not set.
