Application intake that enforces program rules from the first field.
Intake is the application surface a funded program puts in front of residents. It checks eligibility against the program's geography, walks the applicant through measure selection and a guided photo checklist, and moves each application through an explicit status machine. Every transition is enforced server-side against the program specification, so an application cannot drift outside the rules the funder set.
