Queue is the dispatcher in front of human review. Evidence checks, clearance decisions, and flagged files land in one ordered queue, and routing rules assign each task by program, region, and reviewer workload. Review stops being an inbox someone remembers to check and becomes a queue with an order, an owner, and a clock. Every assignment and handoff is recorded, so the review trail shows not just what was decided but who had it and when.
